Bolotin was born in Chicago, Illinois. His first screenplay was 1984's No Small Affair, after ghost writing Desperately Seeking Susan, his first directing assignment was Vice; he then wrote and produced 1989's Black Rain wrote 1992's Straight Talk with James Wood), then wrote and directed 1992's That Night, a then 2000's Light It Up with Forest Whittaker and Rosario Dawson.
