Carter is a Central Intelligence Agency Agent, working with agent Hardin to track down renegade CIA agent Jack Gretsky, which they have to Miami. When Martin "Marty" Castillo arrives at their cover house to find out if Gretsky is sanctioned, Carter first threatens to take his badge, but upon learning of Castillo's history with his partner Hardin, agrees to explain their reasons for being there and why they are looking for Gretsky. Later, an American (turned KGB), Surf, kills both Carter and Hardin at their cover location.
