FBI Agent Bates was assigned, along with Agent Daley, to the Carlos Cantero case, and arranged for their "star witness", Keith Mollis, to be protected by Metro-Dade instead of the FBI. Detectives James "Sonny" Crockett and Ricardo "Rico" Tubbs are assigned to protect Mollis, but encounters several attempts to kill him, which means a leak is present, and the FBI used Crockett and Tubbs to isolate the leak. It's determined that Bates is the source, who fed Cantero information about the security operations, and after another attempt to kill Mollis is foiled on the St. Vitus Dance, Bates brazenly shoots Mollis (later found to be Joey Hardin, DEA Agent used as a ruse to protect the real Keith Mollis) and is shot down by Crockett and Tubbs.
